Instruments Window does not shrink

Hi there, I am having an issue with the "add/remove instruments" window. I can shrink/expand the window horizontally but not vertically. When I move my mouse in any direction after clicking on the top edge, the entire window jets downwards offscreen. If I manage to drag the window back up, is still the same size. The window is bigger than my screen so I can't apply any changes. Is there a way to solve this? Thanks.

Is this on Windows or Mac?
Do you have a hi-res monitor using Windows scaling factor?

This is on Windows. I was able to somewhat solve the issue by opting to override high DPI scaling behavior on Sibelius, so I can now view the entire window at once. I'm not sure why it would fly offscreen previously, but I see now that the window was already at its minimum vertical length when it was still too large for my screen before I changed the settings.

There was a fix for this on the official Sibelius site. Apparently it affects all users with a 4K screen.
