I have a composition in Sibelius 8.1.1 where there is a repeat section (first and second times). Bar numbers are displayed up to the first repeat barline, but not after.
Besides having no bar numbers after this point, shortcuts like 'y' to 'Move Playback Line to Selection' also do not work after the first repeat bar.
Any assistance please?

Your repeat structure is broken. You have used a continuation 1st time barline instead of the closed hook that is already built-in to sibelius.
In the snippet you posted, there is also no indication if the repeat is started correctly. For instance, if there should be a : ||: type repeat bar and you have only put a : |.
