weird seperated staves from xml

So, what is this and how do I make it normal? This came from the xml I ran into my Sibelius.

This is a common problem with imports from xml and photoscore. You don't say if you're on Win or MacOS. The following instruction are for win.

Try the following:

1. Select the whole score and press [ctrl][shift]n followed by [ctrl][shift]p
2. If this fails download/install the plugin "Gap before bar" and run it on the whole score.
If that doesn't sort the issue, send me the file via PM and I'll see what's happening.

I am using windows. the methods didn't really work.
Cancelling the gaps actually did work, visually. But then If I wanted to copy some bars, I got an error about tuplets crossing the barline.

By this point I found that Musescore imports the file much better, and I converted it to midi and imported back to Sibelius. But, I am curious still for what is going on there. If you are willing and curious to see for you self - the file is here:

MuseScore is much better than Sib at handling xml files. The issue is too deep to bother exploring, other than to say that it has always been like this. It is one of the things that annoy me about Avid. Their teams are wasting resources piffying about with iPads instead of fixing bugs that have been around since Adam left the garden!
