Is there ever an instance where a bar is split to allow the following to occur in split common time....... at the position A. There is a dotted minum at one side of the repeat bar and a quaver at the other. The bar must be split to allow this - is it?

Yes. It's a very common occurrence, especially in baroque dance music. Select the not before the split and use Split bar to split into two. For now, just use a standard barline (from the dialog) then replace that with a repeat barline.
