Lowering Chord Symbols Above The Staff
Is there a way of going into Sibelius and permanently lowering the chord symbols (F, C7 etc) above a staff so that when you enter the chord symbols above the staff in a new song the chord symbols will appear in the lowered position? I'm wasting a lot of time lowering each chord symbols one manually.
Set up your chord symbols' default positions and then export a MSS paper from that file. Always use that MSS paper to create new scores.

Manuscript paper. MSS is the short form of manuscript. Manus Scriptus MsS.

That's the way to do it, and your manuscript paper templates will probably evolve as you include and adjust other things.
In any case you'd never need to lower the chord symbols one by one. Select the whole score then Filter for Chord Symbols, then adjust as required. There will be times after doing this that you might need to do a little tidying up, but that's always been the case and always will be, whatever default positions you set for the symbols. Sibelius does a fair job of getting them to look good but sometimes the human eye does it better!

I'm still not getting this procedure. I already have a big band template which I made when I first started Sibelius. Isn't that MSS paper? How do I export to MSS? Do I export the entire score after I'm finished with my score? Sorry, just don't understand.
Create a score with ALL the settings you need, not just staves and instruments. You don't need to input any notes. You can then export this blank score as a template, which Sib calls a Manuscript Paper.
You'll probably end up with several, or many, Manuscript Papers that you'll use to start scores with, rather than Sibelius' built in papers. And, as I said, they'll evolve -often as you remember something that you should have included!

In your big band template, go to Appearance-->Design and position (click the little icon in the bottom right corner of the design and position section.) Choose Chord Symbol from the dialog and set your height there. Click OK to get back to the template. Then File-->Export-->Manuscript Paper, choose a category and then save it. If you do this it will offer you your new template in the Quickstart and the new dialog.

If you already have chord symbols in the score you will need to select them and use reset position. ([ctrl][shift]p)
I'm not being rude here, but when I was growing up, height meant "vertical position".

Mike, I'm able to adjust the height of the chord symbols according to your directions and it's working great. It's also a good feature to have my big band template visible in the QuickStart and new dialog. Thanks, and again you are not being rude.
I probably was. I'm in the middle of moving house and I get cranky when I'm stressed and tired.
