I see only 2 voices in the toolbar. Does the first version allow 4 voices?

No, you only have two.

Sibelius First is so cut down as to make it pretty useless for anything other than very basic notation. You're better off using the much more capable, and still free, Musescore 3. If you later decide to switch to Sibelius Ultimate (which is the only version worth having) then the learning curve isn't as steep as it might have been as many keystrokes are the same.

I fully agree with Andy on this one. Sibelius First is only meant to be a 'taster'. It has hardly any of the features available in the full powered version. Why would it? It's not a 'Trial version'. It's a completely free forever version. Even I wouldn't expect them to give away a full version for nothing!
