Hello. Is there a way to get Sibelius to notate chord diagrams with a barre through the fingers instead of with the slur symbol above the diagram? Like this:

I don't think so. There's a limited amount of tweaking you can do to chord diagrams through the Edit Chord Symbols dialogue and Engraving Rules, but nothing like this seems to be supported. You may be able to insert your own images in the relevant places, but this is likely to get messy. This may have been improved in later versions (I'm still using 7.5), so someone else may be able to chime in.
