How to add left hand notes to the treble clef above the right hand

Does anyone know how to notate LH cross overs in Sibelius when the first of four sixteenth notes is played by the LH and the following three are played by the right hand as in the first example attached?
Is what I've notated below acceptable (simply adding "LH over") or is it better to use an up stem for the LH notes (which are marked with tenuto marks), and if so, how do you do that in Sibelius?
Also, for the second example, the top note of each chord is to be played by the left hand. How do I clearly indicate that?

Put the uppermost note into Voice 1 and the lower notes into Voice 2. Your instruction for LH over is clear enough but you could also add a small bracket.
The second example is treated the same way, but with a semiquaver rest under the left hand's initial semiquaver.
Read up on 'working with voices' in the Reference or built in Help (F1) for more detailed information.

Thank you! That was very helpful! I was able to figure out how to change the voicing for the notes that should cross over in the left hand.
However, now I'm not sure where to put all the rests that are in the treble clef. What is the proper placement? I'm attaching pictures of three sections. Which placement is better: Measure 7 or 8? And which placement is better: Measure 22 or 23? (Is it ok to have rests hanging out in the space between the clefs?)
For Measure 27, the half rest is really crammed into the first space of the treble clef. What should I do with that?

At a quick guess, it looks like you're using the voices the wrong way around. Or perhaps you've tried flipping the stems manually?
In measure 7, which looks better, the first note should be stem up and the three following stem down.
If you want that top note to be a quarter, with the sixteenths below, then enter the first quarter in voice 1, then enter all the 16ths in voice 2. Then change the first sixteenth to a rest by selecting it and hitting 0 on the numeric keypad. As the rest of the measure just repeats that pattern, select the group that you created and press R three times to repeat it. Add the L.H instruction and the optional bracket as required. This is what I got.

Yes! That's the problem - you nailed it! Thank you for identifying that. Is there an easy way to switch the voices or switch the stems without having to re-enter all the notes?
Also, I looked for the little L shaped symbol you have under the first LH note, but I can't find it anywhere. Could you share where to find that?

I was able to discover how to easily switch the stems without having to use the voicing tool, thankfully! (X worked!)
I think the music reads much more clearly with the LH stems up in measures 7-8. What do you think?
For the second part, Measures 20-22, I took out the voicing rests because it seemed too cluttered (is that kosher?).
My final two concerns are:
1. Does the Staccato work as is? It's a lot to look at.
2. Is it clear that the three notes of the chords are to be played at the same time? The chords are meant to be played two notes in the RH and one LH note over top.

OK. a few answers.
Yes, it's OK to hide the rests, providing the resulting notation is unambiguous.
Too many staccato dots for my liking. I'd delete/hide them all and write 'sempre staccato' over that section, with an instruction to revert to legato where needed.
The L is one of the brackets in the Lines menu - type L. You'll find that as you move the brackets around they'll change shape! Or you could just type in a capital letter L in Plain Text, then changet the Font to something like Arial and adjust the size and position. You'll have to switch off Magnetic Layout for the L.
