How do I get the Sibelius to print this: 4. Instead of this: 1 plus 3?

Insert a double barline.
Use [ctrl/cmd][shift]m to display single bar rests, insert the double barline then press [ctrl][shift]m again to display multirests.

BTW, I can't tell from your question whether you want a solid 4 or 1+3.

I want a solid 4 like the top example. It doesn't make sense to have a single bar rest the a 3 bar with the solid line. Hope that clearer.

Mike, just to let you know I just went to the example above with the one bar rest and then 3 bars with the solid line. I just happened to click on the double line and it changed to a 4 with the solid line which is exactly what I want.
