How do I make one single bar of an instrument ff, while the rest is in p or f? I'm on a Mac.

I suppose the simplistic way would be to add the dynamic markings in the bars you want them, before and after. Select a note, CMD E. Select the dynamic using a right mouse click (or CMD ff, p or f or whatever). Escape when done. The dynamics should play back 'correctly' (according to Sibelius).

You could also mess around with velocities, not the same as dynamics, more to do with force of playing an instrument, but the result may be what you want. Select the bar, open inspector, check Live velocity. Go to Play > Velocity and you can adjust the blue lines up or down.

If you are using written dynamics, make sure you have turned off all kinds of playback interpretation
