transfer seb from old comp to new

Not sure the process to transfer seb from old comp to new.
I have, what I believe is "Artist" on old comp, and want to end up with. Ultimate on new.
I have a perpetual " Artist" license, , an Act ID #, and a Sys ID #.
I'm assuming I need to pay an upgrade price. (ok), but what is procedure?
New comp is OS 14.5.
