Is there a better way to move bar lines?

Hello. Sometimes I'm importing midi or Music-XML files to Sibelius Ultimate (V.2024.3.1) and I have to clean them up. If the meter is ambiguous, I often want to move the bar lines to where I think they should be or move all the music forward or back in the score. I find everything in Sibelus is wonderful except this. I have to copy all the music from that point to the end and re-paste a beat earlier or later. Or, I may want to change the time signature of one 4/4 bar to 3/4 and have everything move up a beat. But, It will create two bars of 3/4 out of that one bar and leave two beats of rests. Is there an better way? Maybe a plugin? Thanks.
