How to use the Mixer FX Section

The FX section in the Mixer shows 1 and 2 as having "none": e.g. no effects. Clicking one either of these does nothing. How does one use the FX section of the Mixer? Does it work with Sibelius Sounds, or only Virtual Instruments? Or does it need specific plugins to be active?
