I would feel better if I had some documentation on the following situation. If I load a Sibelius score with a complex playback configuration (many instances of Kontakt attached as VSTs), and then I load another score with a similar but not identical playback configuration, perhaps with the purpose of copying some bars from one score to another, can Sibelius 8 separately maintain two active configurations at once?
I worry that somehow Sibelius has only one active configuration at a time. Why would I say this? I went into Play - Setup - Manual Sound Sets - Show and brought up the Kontakt interface for my Strings. This Kontakt seemed to be used by both scores (!)
Perhaps someone can explain how it should work and I can test it further.

Two playback configurations at once
You're correct. It can only have one playback configuration at the same time. But that doesn't mean you can't do that you want to do.
You would do this:
Load score 1 and playback configuration
Load score 2, and refuse to switch playback configuration
(at this point, if you saved score 2, it would now be using the score 1 configuration)
Copy bars from score 2 to score 1
Close score 2, do not save changes
Save score 1
