Sibelius instrument folder not recognized

I have installed Sibelius 4.1 and have Kontakt Gold (purchased as part of a crossgrade to allow use of GPO orchestra). When I try to load a new Sibelius file the program complains it can't find the instruments in Kontakt Gold and does an auto search. I can see it look through the Sibelius instruments folder where the Gold sounds are, but it doesn't recognize them.

To be more specific if I load a template in Sibelius, it can't find the appropriate sounds in the Sibelius libraries. What is happening?
