I'm relative new to Sibelius 7 but a long-time Finale user. I've found that when I enter a single-measure repeat sign from the note-pad, my cursor immediately changes to note-input. If I wish to immediately use the measure-repeat again i must first press "escape" then begin anew with the note pad. This method is "clunky" but Sibelius is so refined that I feel I must be doing something wrong.

Single Measure Repeats
Once you've selected the single measure repeat the cursor stays 'loaded' with that function (turns heavy blue), so you can simply click in another bar to apply the repeat bar function again. Escape will just 'unload' the cursor to turn it back to normal so you'd have to do it again from the keypad. Unless I've misunderstood what you're trying to do (quite possible)...

Two things you could try:
1 insert your first bar repeat. Press escape then select the repeat sign and use [alt]click to place other repeat signs.
2. for contiguous repeats, place the first, press escape, make sure it is selected and then press 'r' as many times as needed.
