Stem recording levels

Is the recording level of stems relative to the score, instruments or independent - i.e. ff on a flute is always -3dB, for example, or it's level in the orchestra? Is the volume and stereo balance of instruments for an orchestra or band dictated by the original manuscript or for a standard orchestra? Thank you.

I have no idea how Sibelius samples were recorded. As I understand it, each individual instrument as well as sections, play back at what Sibelius developers decided was about an mf level. So if you load a score that has no dynamic markings everything plays at about mf. That means a single flute pays back at the same db as the 1st violin section. This may or may not work very well depending on what instruments are playing when and how. But Sibelius is not really a playback software like a DAW is.
