chord symbols and font

New user and first post...how do I increase font and lock it while I'm entering chords? I have to manually increase the size after entering each chord.

Enter all your chords. Then, select the entire piece. Go to Notations > Noteheads > Type and select the size you want from the gallery.
That's not the way to go!
To change chord symbol size, go to Engraving Rules > Chord Symbols > Edit Text Styles
You'll see the options for all the parameters governing chord symbols, including size in the full score and parts. You can set this before you start entering chords, or you can enter your chords, filter and select them all and then change the size.
Of course, if you want to change the actual size of everything in the score, but keeping each thing the same size relative to one another, then simply change the Staff Size in Layout.
If you want your own sized notes, chord symbols etc every time, export a House Style or Manuscript Paper with the settings.

Where do I find Engraving Rules?

It's reasonably well written and has a lot of what you need to know. There's nothing stopping you having it open in the bckgroound when sib is running so you can refer to it on-the-fly.
If you don't know where anything is, can I suggest you read the manual? Press F1 with Sibelius open (or click the little ? at top right) it contains all sorts of useful info, including a comprehensive list of keyboard shortcuts, some examples of things you need to know and an active index.It's reasonably well written and has a lot of what you need to know. I have Sibelius 2019 (Version 2019.5 build 1469, born on 2019-05-13), and when I go to the file menu (or when I press ctrl + shift + E) here's what I get:
I have downloaded the manual and it does not seem to have many things I'm trying to find.
For instance:
1) How do I change the width of measures? There are lines with a 7 measure multirest followed by one measure of music, yet both are the same width. I would like to make the measure of music shorter. How do I do that?
2) Speaking of multirests, the directions in the manual do not work for giving me an 8-bar multirest in a certain part while other parts have multirests showing correctly. How do I get rid of the 8 empty measures and make them into one 8-bar multirest?
3) How do I change the font for chord symbols? I don't want to use Times Roman for chord symbols, but for the life of me I don't see where to change the font for chord symbols.
Yes, I'm still a beginner in Sibelius, but after 23 years in Finale using their terminology, often I don't know what Sibelius is calling things that I know by other names. Your help is greatly appreciated. Thanks!

Then don't just search or scan the manul, read it. Finale is notorious for letting you do things that are wrong. Read the manual and get your head around how sibelius uses the techology and the terms.
If you have 2019.5, take the free update to 2019.9
With all due respect, if that's what you get (why are you going to the file menu?) when you press [ctrl][shift]e then you are not pressing [ctrl][shift]e or your keyboard shortcuts have been altered or you are on a mac where the [ctrl] key is replaced by [cmd].
You don't have to download the manual separately, it comes as part of the package.
You can change the way multirest measures take up spoce in this setting: You'll need to explain your second question in better English or give an example.

I still cannot get to Engraving Rules. Ctrl + shift + E gets me nothing. Below is what I see when I start up Sibelius:

Show me a screengrab of your Appearance tab.
If you have 2019.9, then you should have the same buttons on the ribbon as me.

Tose are NOT the full ribbons.
Go into File-->Preferences and check that you haven't got School Features set up in Keyboard shortcuts. That greays out and/or removes some functionality (quite a lot of it, actually).
Cover up your ID information on that image or remove it completely. That information can be used to steal your account!
With the File-->Help-->About screen open, click on additional information.
A 'splash screen' should open up with scrolling info on it, but most importantly it should have the word Ultimate on it. if it doesn't, then this is NOT the full product.
Actually, I've just realised you don't have Ultimate. You have a very much reduced functionality. It's a bit like buying a horse with only 2 1/2 legs and one eye.
