I think I've been down this particular rabbit hole before, but my memory is not what it used to be.
I have Ultimate/Perpetual.
Can it be installed and registered on a second computer?
I fear the answer is no, but my sense of justice and fairplay (not to mention precedent) screams out "That can't be right!"

You can install Sibelius on as many computers as you like, but you can only have 2 licenses active at any one time.

That has definitely always been true. I have 7.x on two computers, no problem.
Sibelius Ultimate seems to be a horse of a different color. I can’t get it to register on a second computer.
The Avid web site is ambiguous on the matter. For everything up to version 8, it definitely states that the two computer paradigm is in place. For Ultimate, I can’t find a definitive statement

Is your Ultimate a completely new purchase or did you upgrade from 7? If the latter, that might well explain why you can't add another activation. You can only have two copies active. If you have an active 7 and an active Ultimate, that's all you'll be able to do.

So I just need to upgrade the other 7 version? When I tried that, Avid would not let me enter the activation code I already had, nor attempt to get another for that computer.
