Cannot "Make Into Page"

I am working on a score in Sibelius Ultimate.
I want to place the end of the penultimate movement and the short final movement on the same page.
When I select all the music and use either the keyboard shortcut I have used for the 20-odd years I have been using Sibelius or the "Make Into Page" button on the ribbon, the music stays on two pages but the music on the left-hand page expands vertically to fill the space.
In the same score, I have a part that occupies two staves. There are some notes that are slurred in pairs across the staff, and others that are input on the lower staff but appear on the upper staff. They are in the wrong place in both score and part but frustratingly when I get them looking good in the score, the part looks even worse and vice versa. Any ideas?

Answered on the official forum by Jeremy Hughes and Robin Walker - two of the resident experts there.

I don't think we can add anything - I can't, that leaves the other two responders on here!

Unfortunately I am on holiday in Rome for the next fortnight and do not have access to sibelius. However if, as andy has said, it has been answered on the official forum by Robin and Jeremy, you can take their answer to the bank.
